Emergency Permits (PLEASE READ):

Utility Companies with franchise agreements  (Power, Gas, Communications) that are experiencing an outage and require an emergency repair may complete an Emergency Right-of-Way permit and commence work as necessary.  Traffic control plans will not be required at the time of submittal, please use MUTCD temporary traffic control standards onsite during your repair.

City utility outages (Water, Sewer, Pressure Irrigation) may complete an Emergency Right-of-Way Permit but may not begin work until an approval is provided.  Insurance and your public works license must be verified prior to approval. A violation will be issued if work begins without verbal or written approval is given.

New Policy Update:

The City of Caldwell has recently updated its road closure application and notification process for arterial roads. These changes aim to enhance efficiency and communication. If you have any further inquiries, feel free to reach out to the Engineering Department.

Reminders

A minimum of 2 business days is required for application processing. Do not proceed with your activity until the Right-of-Way Permit has been approved. Doing so can result in a penalty of up to $2,254.53 per day (After 6th Violation in 12 months).

A traffic control plan must accompany the Right-of-Way Permit.

NO INFORMATION BOARDS OR TRAFFIC CONTROL DEVICES ARE TO BE PLACED UNTIL A ROW PERMIT HAS BEEN APPROVED.

Proof of insurance required in the amount not less than one million dollars ($1,000,000). The City of Caldwell shall be listed thereon as a certificate holder and an additional insured. Said proof of insurance shall stipulate that the City of Caldwell be held harmless in the event any claim is made.

Payment must be submitted with the Right-of-Way Permit in order for it to be reviewed and given approval.

School Zone Traffic Control Restrictions

No Flagging or Disruption to Traffic during Time Restrictions

Time Restrictions: 30 minutes after school starts to 30 minutes before school ends.

Purpose: To help move along pick up and drop off traffic as well as busses to and from the schools.

A valid Public Works License is required in order to work in the right-of-way

Penalty Costs

Penalties are issued for working within the right-of-way without an approved Right-of-Way Permit or for working before or after the permitted dates. Please see the chart below for penalty information.
