Background

Mission Statement:

Identify, promote, and preserve our historic structures of architectural significance and historic legacy for the benefit of the citizens of Caldwell and visitors through education, training, cultural activities and events.

What is the Historic Preservation Commission:

The Caldwell Historic Preservation is a group of individuals who live in Caldwell and are devoted to improving the City’s character through preservation of its cultural features. To that desired end, we have established the following goals for the Stuenenberg Residential Historic District and, following that endeavor, for the other residential areas with historic integrity including the downtown area.

  • Preserve and enhance the environmental quality of the historic district. Encourage harmony and compatibility in the planning of new building and development in keeping with the district’s historic character.
  • Direct the economic and social forces at work in the district so that they do not impair its historical, architectural, ecological or scenic attributes.
  • Strengthen the City’s economic base by stimulating the concepts of conservation and reuse.
  • Showcase Caldwell through the care and custody of its historic areas.

Duties & Authority

The HISTORIC PRESERVATION COMMISSION shall exercise to the fullest extent the authority granted under title 67 (state government and state affairs), chapter 46 (preservation of historic sites) of the Idaho state code and shall be authorized to:

  • Conduct surveys of local historic properties.
  • Acquire fee and lesser interests in historic properties, including adjacent or associated lands, by purchase, bequest or donation, but shall not be authorized to acquire historic properties by condemnation.
  • Preserve, restore, maintain, and operate historic properties under the ownership or control of the commission.
  • Lease, sell, and otherwise transfer or dispose of historic properties subject to rights of public access and other covenants and in a manner that will preserve the property.
  • Contract, with the approval of council, with the state or federal government, or any agency of either, or with any other organization.
  • Cooperate with the federal, state, and local governments in the pursuit of the objectives of historic preservation.
  • Participate in the conduct of land use, urban renewal, and other planning processes undertaken by the city.
  • Recommend ordinances and otherwise provide information for the purposes of historic preservation to the council.
  • Promote and conduct an educational and interpretive program on historic properties within the jurisdiction of the city.
  • Enter, solely in performance of its official duties and only at reasonable times, upon private lands for examination or survey thereof. However, no member, employee, or agent of the commission may enter any private property, building, or structure without the express consent of the owner or occupant thereof.
  • Prepare, adopt, maintain, and update a local historic preservation plan for the city.
